It looks like a phone edition device would be great for you but... Only if you are on T-Mobile, AT&T is just too much money for data.
There is nothing that matches all your specs right now but you can get close. The catch is the Phone and Wi-Fi, currently there are no phones with built in Wi-Fi but most (Siemens SX-56, Audiovox PPC4100, T-Mobile MDA, XDA2, etc...) will all take a SD WiFi card. All the other specs will be handled by any of the PPC Phones.
Your choices are:
SX56, MDA, XDA - all the same device, $250 used on eBay, $350-400 on T-Mobile last time I checked. This thing is rugged, it has great battery life, it is a bit big for phone edition devices but feels good in the hand. The limitations are 32MB memory, 204 MHz processor, and the color depth of the screen but overall it is a solid device. There are a ton of replacement ROMs available so you can have WM 2003 for it with ease.
Audiovox PPC4100 - Smaller, lighter, brighter, and a lot more powerful but... AT&T contract required. It will run about $400 but it seems to be a good unit overall.
XDA2, O2, i-Mate 2 - these are a jacked up version of the XDA, 128MB RAM, 400 MHZ, Bluetooth, camera, ... Very nice of price is no object. You would plan to pay $800+ for one of these.
If you can be patient, the HP6300 is coming with Wi-Fi and BT built in (and camera and all the goodies) should be on T-Mobile soon (don't know when). And of course there is the Holy Grail of PDAs, the MPx, dual hinge coolness with a qwerty keyboard and all the fixin's.
Multiple ActiveSync account is no problem, I literally sync about 6 devices to my computers all the time. They just have to all have unique names (you can't call two devices PocketPC).
