Just make sure you go to a Corporate store for your new SIM card.
Two days ago I was helping a friend's mother set up a "Pay as you go" account with Cingular. All she needed was a SIM and to purchase some minutes since she already has a phone. Customer service over the phone said they would charge $5.95 for the SIM. We decided to go to a store, but as it turned out is was a non-corporate store. They said it would cost $30 just for the SIM. So we went to the corporate owned store 1/4 mile up the road and the SIM was completely free there!
Free was my expectation. I've never paid for a SIM to start with and they've replaced more than one when they weren't working right - free of charge.
Just show them it's not working (your Cingular SIM) and they should replace it.
