File Manager's "associate" feature shows .exe files on your device. Most we recognize as being "programs", but not all (they are simply part of the phone's OS functioning i.e. "home.exe" ). I don't know what wifion.exe is doing on your phone unless it's just built into the OS since there's no hardware for it to support. But, interesting to note, my phone does have wifi built in and wifion.exe is NOT on my "associate" list...however, wifioff.exe is!
